accruing in one year could without difficulty be profitably ex- -pended within that year in strengthening the teaching of the University, the Council feel that by adopting such a course they would be prepating difficulties for their successors who would be faced with an abrupt diminution of income at the end of 21 years while the alternative method suggested wuld place the University finances on a far safer and more permanent basis.

The Council welcome the suggestion contained in paragraph 3 of your letter to the affect that scholarships should be founded to be called "Loke Yew Scholarships" open to poor students of Chinese birth from the Straits Settlements and Federat-

-ed Malay States. Similar Scholarships have been founded already by various donors and usually take the form of exemption from tuition fees only i... £300 per annum. The Council however notice that you

wish to give the Loke Yew Scholars free tuition and free board which would be equivalent to $540 a year and they will gladly grant these privileges to any poor Chinese students selected by you or by

any-one nominated by you.

With regard to the method of selection you may wish simply to nominate the students who will then have to pass no

further test than the matriculation examination which is necessary

to make sure that they have sufficient knowledge to follow the

lectures given in the University; or else a number of youths who

fulfil the required conditions of poverty could be invited to

compete and the Scholarship or Scholarships couldbe awarded as the

result of the examination. If this method is preferred it would be desirable that the students eligible to compete should receive

a nomination.
